This means that Netscape did not receive a page from your sever when requested. Designers on fast corporate T1 lines tend to underestimate the failure rate of their pages. Currently, the average failure rate is around 5 to 6 percent. As can be seen from the 5 week rolling average (0.0), this IBM server is routinely doing better than that.
Unlike us, most people don't report failures, they just go elsewhere. Many of the problems are not things you can do something about, but you can design your user experience on the assumption things will occasionally go awry.
We have chosen to use a standard browser for our monitoring, as this gives the most realistic results. But it does mean we are limited by the error reporting in the Netscape browser. Netscape is promising better error reporting in a later release, but at the moment the result is either "received" or "Not received". When they improve their error reporting, we will provide a more detailed error analysis.
